Job Description               :

POSITION SUMMARY:

  • With limited supervision, plans, directs and coordinates activities in the IT field such as electronic data processing, information systems technology and electronic security. Oversees the development and implementation of IT Projects and initiatives. Directs staff. Responsible for determining current and future enterprise technology needs. Oversees the design and implementation of information systems on which the SOS operates. Manages and coordinates all technology systems projects to meet internal and external customer needs. Ensures that the standards and procedures are followed during design, implementation, maintenance and operations of information systems. Responsible for the monitoring of systems to ensure the highest level of service delivery. This role is responsible for substantial contracts with external service providers and managing their delivery of services.  Requires a strong leader with superior organizations skills.. 

ESSENTIAL DUTIES and RESPONSIBILITIES:

  • Responsible for the daily availability, and performance of the organization’s applications, interfaces and databases.
  • Works directly with the CIO to plan the Technology Systems strategy, creating a roadmap for developing a more mature set of IT policies, processes and procedures.
  • Work with IT management team to build goals and objectives, and to ensure that standard operational procedures are established to meet those goals.
  • Focus on information sharing, cross-training, and continuous improvement in order to develop a team with thorough knowledge of supported technology.
  • Recruit, train, and develop Technology Systems staff. Evaluate effectiveness of resources and implements necessary changes.
  • Ensure performance metrics are an integral part of the management of Technology Systems team functions.
  • Carries out the development of IT policies and procedures relative Technology Systems
  • Manages the allocation of team resources to assure to assure team objectives are achieved
  • Oversees the daily operations of technology systems team staff
  • Oversees all applications and database changes and handles Major Incidents.
  • Ensures that the standards and procedures are followed during design and implementation of information systems.
  • for monitoring the systems to ensure the highest level of systems performance.
  • Evaluates team workload and assigns activities, monitors progress, reviews and evaluates performance and provides guidance and training as required.
  • Ensures the appropriate level of training is provided for the IT applications team to maintain skills necessary for the performance of their duties.
  • Defines goals, results, metrics by which Technology Systems staff are to be measured.
  • Conducts employee evaluations at scheduled intervals, obtains and considers all relevant information in evaluations.
  • Shows persistence and seeks alternatives when obstacles arise; seeks alternative solutions; identifies and involves appropriate internal or external expertise when appropriate;
  • Accepts direction and feedback from supervisor and follows through appropriately

KNOWLEDGE, SKILLS and ABILITIES:

  • Exceptional knowledge of application & database development, administration, maintenance and operations.
  • Exceptional knowledge of desktop, network and server engineering, maintenance and operations.
  • Track record of a successful leadership of applications staff and teams, activities and procedures in an enterprise IT organization.
  • Strong interpersonal, written, and oral communication skills.
  • Ability to prioritize and execute tasks in a high-pressure environment and make sound decisions in emergency situations.
  • Ability to present ideas in a user-friendly language.
  • Proven analytical and problem-solving abilities.
  • Strong customer service orientation.

SUPERVISION REQUIREMENTS:  5-10

MINIMUM QUALIFICATIONS:  

  • Bachelor’s degree from a nationally accredited university, and
  • Three or more years’ experience in IT management is required

PREFERRED QUALIFICATIONS:

  • Demonstrated ability to evaluate technology solutions.
  • Demonstrated leadership and personnel and project management skills.
  • Ability direct and train staff on technology uses and practices.
  • Strong interpersonal, written, and oral communication skills.
  • Ability to prioritize and execute tasks in a high-pressure environment and make sound decisions in emergency situations.
  • Ability to present ideas in a user-friendly language.
  • Proven analytical and problem-solving abilities.
  • Strong customer service orientation.
  • Occasional evening and weekend work to meet deadlines.
  • Sitting for extended periods of time.
