- Role: Communications and Training Specialist – Behavioral Health Administration and (MMIS) Medicaid Management Information System
- Behavioral health providers will need to be informed, trained and supported as a variety of changes are rolled out through the BHA including but not limited to: claims submission, eligibility confirmation, and data submission. A Communications Specialist will work with the subject matter experts at CDHS and HCPF to determine a change management plan and platform to share the information and inform and train providers (ASOs, MSOs, non-clinically licensed providers, private practice and others). This role will also liaise with the larger BHA comms team to ensure that messaging and coordination aligns with the greater BHA rollout. This person will help create materials and messaging.
- This Communications and Training Specialist position exists to execute communications and special projects relative to a joint project between the state’s Medicaid office (Healthcare Policy and Financing [HCPF]) and the Office of Behavioral Health (OBH). The Medicaid Management Information System (MMIS) project will integrate claims, eligibility, and data processing for the state’s behavioral health programs. The Communications and Training Specialist provides specialized expertise in internal and external communications to effectively communicate complex technical data and regulatory information in a manner that is easily understood by partners. This role will support the larger Behavioral Health Administration (BHA) comms team and the HCPF Comms team to ensure that messaging and coordination aligns with the greater BHA rollout. This person will help create materials, messaging, training and support for partners and stakeholders.
- The BHA will be the first of its kind, working across all payer groups to measure results, hold providers accountable, and improve access. It will be empowered to lead change, to publicly hold itself and its stakeholders accountable, and to take advantage of every opportunity to ensure Coloradans feel a sense of improved quality of life when they intersect with our system. It will be instrumental in achieving the vision to have a comprehensive, equitable, effective continuum of behavioral health services that meet the needs of all Coloradans in the right place, at the right time, to achieve whole person health and wellbeing.
Description of Job
- Behavioral health providers, our key stakeholders, will need to be informed, trained and supported as a variety of changes are rolled out through the BHA including but not limited to: claims submission, eligibility confirmation, and data submission. The Communications Specialist will work with subject matter experts at two state agencies, Colorado Department of Human Services and Health Care Policy and Financing to determine a plan and identify platforms to share the information and inform and train providers (ASOs, MSOs, non-clinically licensed providers, private practice and others). This role will work as a member of the Behavioral Health Administration Communications team to ensure that messaging and coordination aligns with the greater BHA rollout.
- The position plans and designs communication strategies and goals that support and align with the Department of Human Services and Health Care Policy and Financing (HCPF), the Office of Behavioral Health, and the Behavioral Health Administration (BHA) goals. This position will support the BHA’s Communications Office with additional special projects upon request.
Primary Duties Include
- Responsible for drafting and editing written work products from the Office of Behavioral Health/BHA to include: provider communications (both written and verbal), and OBH and other Department-wide policies.
- The position is responsible for developing communication strategies and goals that support the program, Division and Agency goals and ensure that they are aligning with the communication unit’s goals.
- Writes, edits and proofreads a variety of communications for newsletters, web, and other content, media and public relations, print collateral and promotional materials, messaging, FAQs, etc.
- Drafts and edits talking points, presentations and documents for the project.
- Updates OBH/BHA and Division internet and intranet sites ensuring sites are up-to-date and clear, with relevant information.
- Creates information that effectively communicates complex technical data and regulatory information in a manner that is easily understood by the public, legislature, regulated community and performance partners.
- Communicates with internal and external stakeholders in policy, regulation, and technical discussions related to behavioral health payment processing.
Communications Partnerships and Strategy
- Ensures messaging about the projects, the BHA and its initiatives are consistent and adheres to division and department guidelines
- Advises and guides OBH programs on strategies to communicate with audience.
- Acts as liaison to CDHS Communications for the MMIS project.
- Attends CDHS/BHA Communications meetings, as assigned
- Work with subject matter experts to coordinate and facilitate training opportunities for providers
- Create and publish training materials
Education and Experience
- Education: Graduation from an accredited college or university with a bachelor’s degree.
- Additional, relevant, paid or unpaid experience can substitute for the required education on a year-for-year basis.
- Leading and launching large scale campaigns
- Communicating complex topics to a variety of audiences
- Ability to work effectively with key stakeholders, speak and write authoritatively and compellingly, resolve communication problems, and negotiate and manage competing interests.
The preferred candidate will exhibit:
- Experience working in a complex and political environment.
- Knowledge and experience in Colorado-specific behavioral health issues.
- Experience launching marketing/ communications campaigns with technology components at its core
- Experience working with or for health providers
- Knowledge of or familiarity with behavioral health and health systems
- Communication skills both verbal and written
