This position coordinates visual information programs and DA photographs through consultation, analysis, design, development, procurement, production of VI products and services and fulfills user requirements for the Nebraska Army National Guard (NEARNG) within the GuardNet enclave of the Department of Defense Information Network (DoDIN). This position works within the Joint Force Headquarters (JFHQ) G6 Directorate of Information Management (DOIM) and also works directly with the Public Affairs Office (PAO) and Graphic Arts departments. Visual Information consists of visual materials such as web page designs and SharePoint page creation, digital photographs, digital video, audio/visual, projection, graphs and charts, diagrams, slides and models. The VI program also includes enterprise management of digital signage throughout the organization. This work includes the management and resolution of issues related to the State of Nebraska VI program, VIOS ticket resolution, diagnosis of hardware and software for Cisco AppSpace; completing documentation and referring more complex/technical problems to the G6 System Support Supervisor or other information technology staff (e.g., programmers, database analysts).
This position supports all members of the NEARNG and Nebraska Military Department (NMD) for visual information and DA photo support. This position works directly with G6 System Support Help Desk and PAO staff. This position also occasionally coordinates directly with users.
Mandatory Position Requirements

Associate Degree in computer science or related field OR 3 year’s equivalent experience
Minimum one year experience in providing help desk services or related IT customer services
Professional photography experience preferred but not required.
Must meet DoD 8570.1 IA Workforce Baseline level IAT-I or higher (see attached DoD 8570.1 Approved Baseline Certifications Table at end of this requisition). IAT-I certifications required include (but are not limited to) CompTIA A+ CE, Network+ CE, CCNA-Security, EC Council CND, and ISC2 SSCP. All higher-level certifications cover IAT-I requirements (Example: CASP certified individual is certified at IAT-I through III). Proof of certification must be provided upon candidate selection. This requirement may be waived if the candidate is working under the direct supervision of personnel with and IAT-II or higher certification.
Federal Screening: Per Appendix 10 of DoD 5200.2-R, IAT-I individuals must pass a NACI to be appointed as an IAT-I administrator. Upon selection, the selected candidate also must sign an information non-disclosure agreement.
Initial Screening: If selected, the candidate must successfully pass a State of Nebraska-processed background investigation of education, Federal criminal record, eVerify, OIG-GSA, drug test and sex offender checks.
Demonstrate Knowledge of: visual arts, video graphic and photographic methods; current Internet technologies and standard Internet protocols; SharePoint or other webpage applications; Internet security principles and protocols; installation and maintenance of visual products (i.e. digital signage); organizing work and setting priorities; fulfilling customer ticket requests via VIOS ticket system.
Preferred Skillsets: troubleshooting VI systems (hardware/software), critical thinking (using logic and analysis to identify the strengths and weaknesses of different approaches), speaking (talking to others to effectively convey information), communicating effectively with others in writing, time management (prioritizing help desk activities), listening.

No travel to locations outside of JFHQ primary duty location is required.
Position is housed within the JFHQ building at the Air National Guard Airbase in Lincoln, NE.
Contractors must cover living expenses and travel to Lincoln, NE.
Due to Federal Fiscal guidelines, period of performance is until 30 SEP with annual option renewal periods to begin within 90 days of end date (approximately 1 JUL, Renewals will be for 12 month periods).

- Receives user requests via VIOS and Track-It! ticket systems for assistance/action.
- Provide digital photographic services in studio environment for DA Photographs.
- Documents, refines, executes and closes user request tickets.
- Performs photography operations for DA Photograph process.
- Analyzes VI requests and determines course of action, ticket creation or routing.
- Instructs users on VI capabilities.
- Promotes complex VI-related issues to technical specialists in the NEC or System Support.
- Coordinates VI projects and installs with the VI Manager in G6 System Support.
- Receive and process work requests using VIOS and Track-It! help tickets assigned for VI support. This includes receive, document, monitor and close work requests in VIOS.
- Coordinates administration of VI systems with State VI Manager.
- Provide and manage digital copies and/or recordings of historical and significant events.
- Provide 508 compliant non-linear, interactive multimedia products (limits established locally).
- Assist with installation, management and troubleshooting of CCTV, satellite and cable television services.
- Produce audio/visual files, video streams for Cisco AppSpace on demand via ticket systems.
- Research and acquire imagery from outside & commercial sources as required.
- Provide instruction and briefings in the use of VI systems and instructional material as required via ticket systems.
- Provide basic speaking system setup/maintenance for presentation support within the facility as requested via ticket system.
- Send out customer satisfaction surveys after completion of work and review and analyze customer satisfaction surveys to initiate corrective action based upon guidance from G6/PAO management.
** IMPORTANT NOTE: This is located on the Air National Guard Airbase near the Lincoln Airport. Candidates must pass initial screening mentioned in “Mandatory Requirements” section to be admitted to the base (unless in “visitor” status). No travel beyond primary duty location is required.
NEANRG users require premier IT support to complete their mission. Users include NMD staff and NEARNG agency staff at thirty different armory locations throughout the State. Travel to these physical locations, aside of primary duty station at JFHQ, is NOT required.
The current NEARNG PAO office utilizes NIKON D2 and D3 equipment. Photo studio lighting varies but guidance will be provided upon candidate start. Simple use of Adobe Photoshop is required for DA Photo “touch-up”.
A selected candidate will be provided both a DoD Contractor Common Access Card (CAC) for user access as well as an Alternate Smart Card Logon (ASCL) token for administrative rights for VI systems. Due to ASCL time delivery, a secure username and password may be issued in the interim. All hardware, software, tools and proprietary training (example: DA Photography, studio lighting, Cisco AppSpace management) will be resourced for assigned task completion.
DoD 8570 Baseline Certifications
Personnel performing IA functions must obtain one of the certifications required for their position category or specialty and level. Refer to Appendix 3 of 8570.01-M for further implementation guidance.
The above table provides a list of DoD approved IA baseline certifications aligned to each category and level of the IA Workforce. Personnel performing IA functions must obtain one of the certifications required for their position, category/specialty and level to fulfill the IA baseline certification requirement. Most IA levels within a category or specialty have more than one approved certification and a certification may apply to more than one level.
Higher level IAT and IAM certifications satisfy lower level requirements. Certifications listed in Level II or III cells can be used to qualify for Level I. However, Level I certifications cannot be used for Level II or III unless the certification is also listed in the Level II or III cell
