Job Description:

Iowa Workforce Development has an immediate need for a Technical Business Analyst to support Agency and State priorities. There are numerous backlog enhancements to the current Unemployment Insurance system which need to be delivered. These items are high profile programs with tight implementation windows, providing critical assistance to the people of Iowa and businesses.  This position is integral in supporting Iowans economic well-being, implementing the pandemic programs (CARES Act programs), and other Benefits systems enhancements.  The priority of this position is the Delivery of Federal Stimulus packages (CARES) in support of the pandemic response backlog of enhancements,  in addition to a large backlog of other requirements not related to the pandemic.

We need someone with experience that is confident and competent to dive right in.  This person takes ownership of the programs’ delivery (Federal stimulus packages), backlog items, and run and enhancements within Unemployment Insurance.  Needs to be able to read, understand, and translate requirements.  Works with the development team to translate into tech specs; Runs the team (iterative delivery experience); Ensures governance and documentation around all delivery aspects.    We need this person to have a blended background with BA, PM, and Testing responsibilities. Candidates with Scrum Master experience would be ideal and helpful to the success of this project.   

The majority of the UI Benefits system is on the mainframe, while some are now java based. Thus we have two development skillsets that this position.   Experience working with mainframe systems/COBOL developers may be advantageous; however, an expert understanding of the software development life cycle and assurances necessary to demonstrate technical and business readiness is more important than any particular technology.
