Job Description:

• 9 yrs exp Full-time professional work experience in Information Technology. Substitutions: Accredited college training may substitute for the required work experience with a maximum substitution of four (4) years. (Fifteen (15) semester hours in Information Technology or a related area is required.) Accredited graduate training in the above area may substitute for the required work experience with a maximum substitution of two (2) years. Successfully completion of an Information Technology Certification program, may substitute for the required work experience with a maximum substitution of two (2) years. (Proof of certification must accompany application.) Two (2) years of work experience as an Application Systems Analysis/Programming-Specialist; Application Systems Analysis/Programming-Intermediate; Application Developer-Senior may substitute for all of the required experience.
• Expectations
• To fulfill the Client Server .Net Developer role assigned to the Client Server functional unit within the Department of Labor’s IT Department. Consultant will assist provide technical and development support for break/fixes, enhancements/or upgrades to keep environments stable for UI Benefits, Tax, and Appeals.
• Role Requirements
• This is a Client Server / Web development position that has a focus on Web Technologies, Application Integration and support and maintenance of multiple client/server and web applications. This position will be responsible for design, development, testing, documentation, and on-going support of applications and processes that support business units or supporting functions.   These application program solutions may involve diverse development platforms, software, hardware, technologies and tools.   Serves as a fully seasoned/proficient technical resource that can collaborate with multi-functional areas.   Analyzes business needs and designs, develops and implements information systems solutions; provides continuity by consulting with business customer from definition of business issue through implementation of solution; develops functional requirements with customer groups; plans, recommends and creates action plans for system development and/or integration; defines work and/or data flow; designs screens, forms and reports; defines data elements; writes system specifications; designs and develops tables and relationships; prepares level of effort and timeline estimates; ensures timely completion of all phases of development project from conception through the entire Development Lifecycle; assists in re-engineering of business systems; may participate in modernization activities; prepares progress reports; performs related duties as required.

• Required Skills and Knowledge
• The ideal candidate must excel in a rapidly changing environment while developing, testing, and recommending new technologies. The ideal candidate must possess excellent oral and written communication skills and have strong expert experience in analysis and problem-solving. The candidate must have experience performing the duties of a development lead, which includes coordinating and managing development tasks and activities on a project to motivate others to accomplish a common goal.

Additionally, the candidate should be proficient in Microsoft Office, Visio, Change Management Processes, and System Development Methodologies

• A background consisting of programming, business analysis, and documentation; extremely strong writing and speaking skills are an effective match.
