Description

The State seeks a 3 – 6 month right to hire contract for the Salesforce Program Manager position.  The ideal candidate will be an energetic, strategic thinking individual experienced in and passionate about the Salesforce platform.

Role Definition:  Establishes the long-term vision and strategy for the program by collaborating with Enterprise Applications Senior Management.  Prepares both strategic and tactical plans and implementations.   Builds and maintains a program roadmap; develops existing and new initiatives to support the direction of the organization; implements long term goals and objectives to achieve the successful outcome of the program; develops funding proposals for the program to ensure the continuous delivery of services; and communicates this vision to all relevant stakeholders and participants.  Ensures new application solution designs align with the OIT strategy and architecture.

Primary Job Duties:
 

Program Management:

Partners with stakeholders and a program steering committee to set overall program vision, direction and goals through creating and executing a program roadmap.

Responsible to ensure the value and benefits are delivered by the program.  Success will be the realization to the customer of improved value, benefits and reduced risk. 

Ensures that the program complies with relevant legislation and professional standards.

Sets and recommends changes to enterprise policies, processes, templates and standard operating procedures as needed for Salesforce Platform and Program.

Advocates for appropriate level of staffing and training to sustain and grow the program.

Creates and prepare documents for concept paper submittals that will provide funding to continue to grow, enhance, and sustain the program into the future.

Overall responsibility for program initiatives, including but not limited to platform services and administration, program governance and Strike/Development Teams.

Procurement, Budgeting and Contracting:
 

Represents Salesforce Program in partnering with Procurement, Vendor Management Office and contract staff contributing to the development, amendment, and maintenance of  Request for Proposals (RFP), Documented Quotes and contracts providing guidelines in support of the Salesforce Program.

Manages the program to support the Service Engagement Consultants’ efforts to solution and provide pricing options for business requests.

Manages the program to support the Finance Office efforts to process Salesforce contract renewals and agency licensing quotes.

Manages the program to support the Contract Office to negotiate and maintain the Salesforce contract.

Works with fiscal partners and executives to develop, maintain and track program budgets.

Communication, Education and Reporting:

Collaborates on overall program strategic direction, health and program technical roadmap.

Responsible for stakeholder relationships, including but not limited to, Agency IT Liaisons, Agency users, OIT Executives and Management staff.

Networks with peers, project managers, executive management, directors, functional managers, contractors, vendors and other program management professionals to share knowledge and experiences that will improve the State’s ability to continue to deliver outstanding programs and service to the State citizens.

Ensures the program goals and objectives are meeting business needs. 

Partners with the Communications Team for campaigns and other communication needs.

Tracks end-user feedback; uses feedback for program refinements and ongoing development.

Staff Management, Monitoring, and Mentoring:

Sets and manages expectations with staff as well as customers.

Coordination of resources with other Enterprise Applications departments, other Agency Services departments, and other OIT departments as needed.

Collaborates with other customer touch points from within OIT to clarify roles and processes and to ensure alignment.

Mentors and coaches staff.

Assists in the creation and implementation of departmental policies, procedures, standards and guidelines. 

Identifies and manages assignments.

Implements criteria and processes for performance evaluations.

Measures and tracks minimum standards for staff and set goals for individual projects.

Provides high-quality services and support to customers, OIT partners, and project teams rather than imposing requirements and constraints.

Participates in and strengthens the decision-making process for all Service Portfolio challenges and opportunities.

 

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Successful applicants for this position will possess the following qualifications:

Bachelor’s degree in Business, Management, Information Technology or a related field.  Relevant work experience may be substituted for degree requirement.  Master’s degree preferred.

Ten (10) years’ experience that includes a combination of IT experience,  program/project management, or product ownership of large, complex projects,  programs or products; and demonstrated relationship building and management skills, negotiation, collaboration, communication, and organizational skills.  Experience must also include:

  • Two (2) years as a product owner/program manager or five (5} years plus of managing large, complex projects or technology teams.
  • Thorough understanding of project management principles and practices
  • 5 years’ experience with cloud application development platforms including Salesforce.
  • Three (3) years managing a team of technical professionals

Excellent verbal, written, presentation and facilitation skills and a proven track record of communicating at all levels within IT and the business
 
Public Sector experience and technology related program management preferred.

Ideal candidates will possess the following skills and experience:
 

Salesforce experience either as an Administrator or a Developer is required.

Proven ability to develop program strategies and effectively communicate recommendations to all levels of the organization.

Strong leadership, facilitation, negotiation, mentoring, and personnel management skills.

Strong communication, organizational, prioritization, negotiating, financial and leadership skills.

Strong vendor management skills.

High familiarity with a variety of software development methodologies such as agile, spiral, DevOps, etc and a strong understanding of the suitability of these methodologies for certain development environments and types of applications.

Preferred Qualifications:
 

Master’s Degree in IT, Computer Science, Business, or a related field.
Public Sector experience & technology-related program management
Certifications:

Salesforce Professional Certifications (Developer and/or Administrator)

Relevant IT certifications (e.g.,ITIL, Service Management, Lean, Six Sigma, Total Quality Management, etc.)

Scrum Master Certification

PMP/PGMP/CAPM certifications
