About the Role

The CTDS Marketing and Communications Specialist will support a cross-functional project team focused on driving the end-to-end digital product lifecycle for features and products improving the overall online experience of residents in the State of Connecticut. The marketing and communications specialist will supervise and execute marketing, communications, social media, branding, and public relations activities; facilitate internal communications; and manage external communications.

Experiences Required for This Role

Marketing & Communications – At least 4 years of experience and use cases with the following:

  • Determine and plan strategic communications campaigns furthering organizational goals
  • Develop and implement marketing and communications campaigns and strategies
  • Manage a customer relationship management system or automated marketing program
  • Define, monitor, and communicate key performance indicators (KPIs) for each communications channel and campaign
  • Ability to understand an audience and help those individuals, teams, and organizations move through the challenges of change
  • Create internal communications protocols and initiatives fostering employee moral
  • Knowledge of how to discover and assess underserved audiences and create marketing to address their needs
  • Oversee the creation of marketing and communications collateral to ensure it is consistent with the organization’s brand
  • Write and deliver content (newsletter, website) on a regular basis

Social Media & Branding – At least 3 years of experience and use cases with the following:

  • Developing and growing an online messaging ecosystem using social media tools like Facebook, Twitter, and LinkedIn
  • Reaching specific audiences with targeted messages and digital content
  • Creating original visual content such as social media, videos, memes
  • Analyzing and utilizing digital outreach metrics, analytics to evaluate success of communications campaigns
  • Creatively engaging and telling the story of digital and non-digital communities
  • Growing engagement for new digital brands and adopting new digital platforms

Public Relations – At least 3 years of experience and use cases with the following:

  • Support the team leadership’s engagement at events and press conferences
  • Understand and pursue any opportunities to broadcast the team’s progress and lessons learned through public relations and media engagement

Knowledge, Skills, and Ability

Marketing & Communications

  • Designing and executing marketing and communications strategies and campaigns
  • Advanced knowledge of developing, managing, and tracking email marketing campaigns
  • Content writing and speechwriting
  • Change management
  • Familiarity or experience working with CRM software
  • Remain current on industry trends and able to stay ahead of the curve
  • Excellent organizational and project management skills and ability to meet deadlines
  • Superior written and verbal communications skills

Digital Brand Management

  • Photo editing in Adobe CS or comparable software
  • Mobile-focused asset development, preferably headless
  • Viral video creation and editing
  • Marketing campaign management
  • Social media scheduling with tools like Buffer, Hootsuite, Agorapulse, etc.
  • News / topic scraping
  • Utilization of analytics
  • Digital ad targeting, SEO, paid traffic

  • Exceptional verbal and written communication skills
  • Demonstrated ability to meet deadlines, handle and prioritize simultaneous requests, and manage laterally and upwards
