Job Description:
>10 yrs exp Individuals with successful project management experience limited to projects of small scope, limited risk and complexity and/or of short duration. Individuals at this level will typically be assigned to manage projects under the direction of a State supervisor or manager. Individuals with this level of experience are suitable for small Client Agency projects with clear, achievable outcomes, or in assignment as project support on larger projects. Individuals at this level can also be used to in the capacity of a Project Controller, provided that they can satisfy the basic requirements of that position. Advanced level: Individuals with a mastery of project management skills, qualifications and experience. This individual shall function effectively with very little supervision, while maintaining a high professional standard. They are assigned to extremely complex and/or high-risk projects that reflect the highest priorities of state government. These individuals are comfortable working with the highest levels of state government and are able to contribute to the furtherance of the states’ objectives. These individuals have the necessary skills and experience to assist in statewide project portfolio management and/or IT Investment Management.
Responsibilities:
To fulfill the role of Project Manager assigned to the IT Division. A staff augmentation Project Program Manager resource is required to support the federal Cares Act Programs, including other agency IT initiatives. The individual will participate in the development of the specific project plan and workstreams and be tasked to perform some tasks where internal resources are not available. The consultant must have excellent written and oral communication skills and needs to have advanced experience in managing complex projects.
Work with DOL staff to:
- Create Project Management Plans

- Track and Manage IT Team Resources Assigned Project Tasks
Knowledge level = proficient to advanced
- Manage and develop work products such as issues logs, risk logs, status report documents, and meeting agendas
Knowledge level = proficient to advanced
- Anticipate and identify project blockers and facilitate their removal
Knowledge level = proficient to advanced
- Develop work plans, roadmap documents, and written reports as requested
Knowledge level = proficient
- The ability to manage multiple complex projects concurrently

- The ability to manage within high tempo environment

Required qualifications:
• Have strong experience as a project manager of a large and complex project.
• Have a broad knowledge of project and program management methodologies.
• The ability to understand the wider objectives of the program, such as business and strategic goals.
• The ability to work with the business community and IT resources.
• Strong leadership and managerial skills with appropriate experience.
• Strong knowledge of budgeting and resource allocation procedures.
