The role of the Project Manager is to plan, execute, and finalize projects according to defined timelines and within the allocated budget. The Project Manager is responsible for ensuring that business and end users are consulted with and their input garnered for the project at hand.

Responsible for assisting agency executive management, division directors, and information technology (IT) staff and leading project tasks, resources, including State personnel and deliverables. 
Use appropriate project management tools, reports, templates, mentoring, training, and coaching to IT project teams. 
Work directly with agency staff, as well as vendors and, when necessary, other state agencies in fulfilling and carrying out the requirements of assigned IT projects. 
Utilize project management best practices, including risk management, quality management, change management, change control and communication.
Manage by providing leadership, collaboration, supervision, training, guidance and support to all IT project team members on assigned projects. 
Lead the effort for ensuring agency compliance with the State’s project management policies and standards.

Background:  Colorado’s Child Nutrition Programs administered by the Colorado Department of Public Health and Environment (CDPHE) and the Colorado Department of Education (CDE) are partners in a joint technology project to expand and improve the current capabilities of information systems used for Colorado’s Child Nutrition Programs. The primary goal of this system is to integrate and streamline related business processes in these two departments while achieving necessary functionality unique to each agency. The implementation of the production system date for the two State Agencies is August 1, 2020. Each department will hire a project manager.

Goal:  The CDPHE/Child and Adult Care Food Program (CACFP) issues this Statement of Work for the purpose of hiring a qualified, PMP certified Project Manager (PM) for the CDPHE portion of the Joint Technology Project. Additionally, this position serves as the CACFP Point of Contact with the CDE and Systems Development Contractor project managers and as such must work closely with them to develop project artifacts and to coordinate project activities among the three organizations. This position reports to the project sponsor (CACFP Director).

Objective 1: In coordination with CDE and the Systems Development Contractor the Project Manager executes all processes as defined in the Project Management Institute Body of Knowledge 5 process groups under the direction of the CDPHE project Sponsor.

The PM shall complete project status activities as specified by the  Governor’s Office of Information Technology (OIT) Executive Governance Committee (EGC)

1.     The PM shall complete the project gating procedures as defined by the EGC

2.     The PM shall create weekly status reports utilizing Clarity and utilize the report to present during EGC meetings.

3.     The Project Manager shall create a weekly trending report.

4.     The PM shall attend and present at EGC meetings when required.

Standards and

1.     The PM shall revise the project schedule monthly

2.     The PM shall baseline the schedule once a quarter if changes to the critical path or scope are necessary

3.     The PM Shall schedule and facilitate monthly status meetings

4.     The PM shall attend OIT EGC meetings as required

5.     The PM shall provide status updates during status meetings

6.     The PM shall write a monthly status report

7.     The PM shall coordinate changes in deadlines with project team members

8.      The PM shall develop reports for internal tracking, to USDA and OIT EGC.

9.     The PM shall record all deliverable due dates and revision periods in the project schedule.

10.  The PM shall notify the Contractor of final approval of all project artifacts

11.  The PM shall work at the CDPHE facilities 8 to 5 Monday through Friday

12.  Planned time off must be approved by Project Sponsor

13.  The PM shall be PMP certified

14.  The PM shall have 2+ years’ demonstrated experience in project management in projects of similar size and complexity

15.   The PM is subject to a background check prior to employment

16.  The PM must provide references upon request prior to employment

17.  The successful candidate must demonstrate the following competencies

1.     The System Development Contractor develops an enhanced system that meets the program requirements of the CDE and CDPHE.

2.     The system is deployed and operational in a third party datacenter and meets the performance and availability service level requirements of the CDE and CDPHE by August 1, 2020

3.     Data integrity is maintained

4.     System users are adequately trained in using the enhanced system

5.     Required reporting to FNS and OIT is completed accurately and on time

6.     No cost overruns

7.     Enhanced System complies with OIT CIST Security Policies

8.     System Documentation is completed and approved prior to Production deployment
