 NEARNG TELECOM SYSTEMS ADMINSTRATOR

This position establishes voice and data networks by programming features; establishing interfaces and integrations; following industry standards, as well as manages issues with Voice over Internet Protocol (VoIP) devices and control mechanisms (i.e. Cisco phones and Cisco Unified Call Manager (CUCM)) for the Nebraska Army National Guard (NEARNG) within the Department of Defense Information Network – Army (National Guard) (DoDIN-A (NG)). This position works within the Joint Force Headquarters (JFHQ) G6 Directorate of Information Management (DOIM). This work includes the management and resolution of issues related to VoIP, diagnosis of hardware, software, move-add-change requests, and assisting the user in resolving the problem; completing documentation and referring more complex/technical problems to the G6 Network Enterprise Center Supervisor or other information technology staff (e.g., programmers, database analysts).

This position supports all members of the NEARNG and Nebraska Military Department (NMD) for VoIP related issues. This position works directly with G6 information technology staff to include Network Enterprise Center (NEC) staff and System Support (ISS) Help Desk staff and users. This position also occasionally coordinates with NGB, RTI, Aviation and Recruiting & Retention IT staff on issue resolution.

Mandatory Position Requirements

Must be a U.S. Citizen (proof of citizenship required upon selection)

Associate’s Degree in computer science OR related field OR 2 year’s equivalent experience

Minimum one year experience in providing TELECOM services or related IT customer services

Must meet DoD 8570.1 IA Workforce Baseline level IAT-I or higher (see attached DoD 8570.1 Approved Baseline Certifications Table at end of this requisition). IAT-I certifications required include (but are not limited to) CompTIA A+ CE, Network+ CE, CCNA-Security, EC Council CND, and ISC2 SSCP. All higher-level certifications cover IAT-I requirements (Example: CASP certified individual is certified at IAT-I through III). Proof of certification must be provided upon candidate selection. This requirement may be waivered if the candidate is working under the direct supervision of personnel with and IAT-II or higher certification.

Initial Screening: If selected, the candidate must successfully pass a State of Nebraska-processed background investigation of education, Federal criminal record, eVerify, OIG-GSA, drug test and sex offender checks.

Federal Screening: It has been assessed that access as an administrator to NEARNG network systems equipment REQUIRES a completed FAVORABLE SECRET-LEVEL INVESTIGATION. This is NOT the same as a SECRET Clearance. The candidate presented MUST have had a favorable SECRET level investigation completed within the past 8 years (as expiration occurs at 10 years). If a candidate has an existing or current SECRET investigation OR clearance, the NEARNG Personnel Security Manager can check the validity of the investigation or clearance in JPAS ONLY AFTER the candidate has been selected (not a pre-requisite). Additional checks might be required by Federal personnel management prior to issue of contractor Common Access Card (CAC) for system access. Per Appendix 10 of DoD 5200.2-R, IT-I individuals must pass a NACI to be appointed as an IAT-I administrator. Upon selection, the selected candidate also must sign an information non-disclosure agreement.

Demonstrate Knowledge of: telecommunications systems engineering, operating systems and utilities, computer systems concepts, basic network concepts (i.e. LAN technologies), customer services and support concepts, current Internet technologies and standard Internet protocols; Internet security principles and protocols; organizing work and setting priorities; fulfilling customer ticket requests.

Position Contingencies

No travel to locations outside of Lincoln Airbase/JFHQ Campus is required

Position is housed within the JFHQ building at the Airbase in Lincoln, NE

Contractors must cover living expenses and travel to Lincoln, NE.

Due to Federal Fiscal guidelines, period of performance is until 30 SEP with annual option renewal periods to begin within 90 days of end date (approximately 1 JUL, Renewals will be for 12 month periods).

General Duties

  1. Establishes communications systems by installing, operating, and maintaining voice and data telecommunications network circuits and equipment.
  2. Establishes voice and data networks by running, pulling, terminating, and splicing cables; installing telecommunications equipment, routers, switches, multiplexors, cable trays, and alarm and fire-suppression systems; building ironwork and ladder racks; establishing connections; programming features; establishing connections and integrations; following industry standards; activating remote access tools; and coordinating with contractors.
  3. Plans network installations by studying customer orders, plans, manuals, and technical specifications; ordering and gathering equipment, supplies, materials, and tools; assessing installation site; and preparing an installation diagram.
  4. Verifies service by testing circuits, equipment, and alarms; and identifying, correcting, or escalating problems.
  5. Maintains network by troubleshooting and repairing outages, testing network back-up procedures, and updating documentation.
  6. Receives user requests via ticket system for technical assistance
  7. Serves as primary telephone reception for TELECOM issues
  8. Documents, refines, executes and closes user request tickets
  9. Performs phone support and analysis with ticket creation of user phone requests
  10. Analyzes requests and determines course of action, ticket creation or routing
  11. Instructs user on problem resolution
  12. Promotes complex issues to technical specialists in the NEC or System Support
  13. Assures problem resolution to created tickets within the allotted timeframe (four business days for simple issues).

** IMPORTANT NOTE: This is located on the Air National Guard Airbase near the Lincoln Airport. Candidates must pass initial screening mentioned in “Mandatory Requirements” section to be admitted to the base (unless in “visitor” status). No travel beyond primary duty location is required.

NEANRG users require premier IT support to complete their mission. Users include NMD staff and NEARNG agency staff at thirty different armory locations throughout the State. Travel to these physical locations, aside of primary duty station at JFHQ, is NOT required.

The current NEARNG network environment uses SharePoint 2016 and Army proprietary VIOS ticket management for photography. All other tickets are submitted through the BMC Track-It work system. The NEARNG is primarily a Windows environment utilizing Windows-based domain services.

A selected candidate will be provided both a DoD Contractor Common Access Card (CAC) for user access as well as an Alternate Smart Card Logon (ASCL) token for administrative rights. Due to ASCL time delivery, a secure username and password may be issued in the interim. All hardware, software, tools and proprietary training (example: ACAS or DISA mobile access training) will be resourced for assigned task completion.

DoD 8570 Baseline Certifications

Personnel performing IA functions must obtain one of the certifications required for their position category or specialty and level. Refer to Appendix 3 of 8570.01-M for further implementation guidance.

The above table provides a list of DoD approved IA baseline certifications aligned to each category and level of the IA Workforce. Personnel performing IA functions must obtain one of the certifications required for their position, category/specialty and level to fulfill the IA baseline certification requirement. Most IA levels within a category or specialty have more than one approved certification and a certification may apply to more than one level.

Higher level IAT and IAM certifications satisfy lower level requirements. Certifications listed in Level II or III cells can be used to qualify for Level I. However, Level I certifications cannot be used for Level II or III unless the certification is also listed in the Level II or III cell.
