Description

The Chief Technology Office division exists to satisfy the business needs of our customers through the development of partnerships, consulting, planning, application development and support, project management, responsiveness, and strategic thinking. The Chief Data Office is building data related services to support agencies in leveraging their data as strategic assets and in protecting the value and integrity of those data assets. Several of these services are new, but they are in demand and integral components of the state’s data strategy. The Chief Data Office is also the owner of the Joint Agency Interoperability (JAI) project. The JAI project is a collaboration between OIT, the CO Departments of Human of Services (CDHS) and Health Care Policy and Financing (HCPF) with the objective of making the right data to the right people at the right time for the right purpose. This involves building out critical elements and services for promoting secure, effective and efficient integrations of data consistent with the state data strategy. These include: business intelligence/analytics, data governance, API-based data integrations, and data sharing. In addition, the Chief Data Office manages and chairs the Government Data Advisory Board, mandated to advise the State Chief Information Officer on an interdepartmental data sharing protocol.  The Chief Data Office also collaborates with agency partners to mature their data management and data governance practices in according to best practices and standards across the state. This position is being created to support data governance efforts within the Joint Agency Interoperability program.

The Data Modeler role reports to the Chief Data Officer (CDO) and implements the data governance software and processes defined for JAI. The software in use is Erwin Data Modeler and Data Governance deployed on Amazon Web Services. The Data Modeler will perform the installation, where necessary, and maintenance of the software’s functioning to support JAI and the system’s use for other programs within CDHS and other departments. The Data Modeler will also implement the data governance processes within the ERWin tool as well. This position will work with the JAI Program Manager to ensure deliverables are met within the time frames define and with the resources devoted to the project. Work with other OIT Technical resources to install, manage and update the data modeler and data governance software as well as manage connections between these tools and various operational data source systems. 

  • Deploy metadata repositories used in data governance practices based on the metamodel defined by the Data Architect and populate and administer the metadata repositories.
  • Generate deliverables from the repositories including data lexicons, data dictionaries, and various data artifacts along with reports and analysis.
  • Reverse engineer and document data schemas in the ERWin tool for data systems incorporated into JAI. This documentation will provide background information for data sharing and integrations. 
  • Assist in supporting data stewardship groups within state agencies, particularly CDHS and supporting other data governance and data discovery efforts in the agency and helping the agency in understanding data models and metadata.
  • Ability to understand and support a Data Development LifeCycle
  • Diagnosing and resolving permission issues associated with tool administration.
  • Familiarity with one or more RDBMS environment including Oracle, SQL Server, Greenplum, Postgres.
  • Ability to understand data structures (Schemas, tables and columns) in multiple environments and relate them to standard meta data structures.

A. Duty:

Manage installation of ERWin tool

30% of time

Required tasks to fulfill primary responsibility:  

  • Review configuration and installation parameters of tool with JAI technical architect and other technical resources.
  • Review, update and maintain documentation for installation and configuration of the tool.
  • Work with OIT technical staff implement connectivity and other configuration parameters to ensure effective operation of the tool.
  • Work with JAI architect to consider possible architecture changes to improve the tool’s operation.
  • Maintain user accounts and access to the tool.
  • Maintain documentation of the tool.
  • Monitor use of the tool.

This position will make decisions about the technical implementation, configuration and operation of the ERWin tool:

  • Is the ERWin tool functioning as required and expected and meeting the needs of OIT and the business
  • How should the tool be reconfigured or altered to improve its functioning
  • How should business needs be prioritized in the tool
  • Are user permissions appropriate for business use of the tool

  • The ERWin tool must be deployed and configured in a manner consistent with OIT standards and practices. The tool may not be fully compatible with these standards and may require significant research and tweaking. OIT’s technical staffs and the JAI Program Manager will assist with this.
  • The tool should be configured and populated to meet the business needs for JAI and potentially other programs. The JAI Program Manager will assist in identifying these needs and assessing whether and how the tool is meeting these needs.

B. Duty:

Implement data governance structures

30% of time

Required tasks to fulfill primary responsibility:

  • Deploy metamodel as defined by the Data Architect within the ERWin tool 
  • Deploy business glossary and data lexicon with tool
  • Configure ERWin user portal to provide access to data governance information to agency users
  • Populate metamodel with metadata for data from operational systems 
  • Populate data glossary and lexicon

  • How should metamodel, business glossary and data lexicon be implemented in the ERWin tool to optimize its effectiveness
  • What are the best business practices to populate metadata, business glossary and data lexicon
  • Is the tool providing necessary information and access to the business through the user portal 

In performing this duty, provide examples of typical problems or challenges encountered by this position, and the guidance used to resolve the problem.

  • The Data Architect will assist in defining a metamodel, business glossary and data lexicon, and this position will be required to deploy these structures in the ERWin tool. In some cases, this may be straightforward. In others, the tool may have to be used in idiosyncratic ways to accomplish the data governance objectives of the project. The Data Architect and JAI Architect will assist with this.
  • The business users should be able to glean salient information easily about their data assets from the ERWin tool and user portal. This will require working with the business to identify the information needed, which will be done by the Data Architect, and the Data Modeler will assist with this. It will also require structuring the information most effectively. The Data Architect and OIT technical resources will assist with this.

C. Duty:

Data modeling and documentation

25% of time

Required tasks to fulfill primary responsibility:  

  • Reverse engineer data schemas from source systems involved in JAI
  • Document data schemas, attribute definitions and relationships between entities pages
  • Identify redundant fields and necessary tables versus interim or work tables
  • Support identification of authoritative sources among data attributes
  • Structure data to identify common entities and attributes among data sources to arrive at a normative data model for human services

  • How are data schemas best depicted to provide necessary or relevant information to the business

  • Data schemas will ideally be reverse engineered from source system. This will require connectivity to these systems to be in place and ability to ingest data schemas into the tool. In cases where this connection is not available, another means for populating the data schema will be necessary. The Data Architect, JAI Program Manager and OIT technical staffs will assist with these technical issues.
  • Data schemas for the source systems are complex and often sprawling. This position will have to digest the data schemas and make sense of them for the business and for OIT. The Data Architect will assist with this interpretation of the data.

D. Duty:

Support of data governance meetings and committees

10% of time

  • Provide necessary support to data governance efforts within CDHS and other lines of business with data documentation, recommendations on using the ERWin tool and other artifacts 
  • Assist with recommendations on data governance practices and processes provided by the Data Architect to the business

The role will receive guidance from the data architect for this.
